Yilgur, Egemen
The term teneke mahalle, literally "tin can neighbourhood," has been widely used since the Russo-Turkish War of 1877-1878 to describe a specific kind of urban fabrication, possibly poor and physically dilapidated, but also the sole, cheapest, and undoubtedly creative solution for the urgent housing needs of the poorest segments of the urban population. Even though these neighbourhoods were initially built at least partly by Muslim refugees, the Roma Mohadjirs,(1) teneke mahalles also welcomed other poor members of society seeking informal, easily accessible, and safe housing in late Ottoman Istanbul. This study discusses the role of the Roma in the formation of teneke mahalles, and the socio-historical dynamics that directed the non-Roma poor to co-inhabitation with Roma in these teneke mahalles, and outlines their socio-economic and cultural profile from various respects on the basis of the two oldest examples of this socio-spatial and perceptual phenomenon in Istanbul.

Mild Cognitive Impairment (MCI) is characterized by cognitive deficits that exceed age-related decline, but not interfering with daily living activities. Amnestic type of the disorder (aMCI) is known to have a high risk to progress to Alzheimer's Disease (AD), the most common type of dementia. Identification of very early structural changes in the brain related to the cognitive decline in MCI patients would further contribute to the understanding of the dementias. In the current study, we target to investigate whether the white-matter changes are related to structural changes, as well as the cognitive performance of MCI patients. Forty-nine MCI patients were classified as Early MCI (E-MCI, n = 24) and Late MCI (L-MCI, n = 25) due to their performance on The Free and Cued Selective Reminding Test (FCSRT). Age-Related White-Matter Changes (ARWMC) scale was used to evaluate the white-matter changes in the brain. Volumes of specific brain regions were calculated with the FreeSurfer program. Both group and correlation analyses were conducted to show if there was any association between white-matter hyperintensities (WMHs) and structural changes and cognitive performance. Our results indicate that, L-MCI patients had significantly more WMHs not in all but only in the frontal regions compared to E-MCI patients. Besides, ARWMC scores were not correlated with total hippocampal and white-matter volumes. It can be concluded that WMHs play an important role in MCI and cognitive functions are affected by white-matter changes of MCI patients, especially in the frontal regions.
Bu çalışmada devlet ve “Çingeneler” arasındaki ilişkiler, söz konusu olaylar bağlamında ve büyük bölümü ilk kez tartışma konusu yapılan arşiv belgelerine dayanılarak tarihselleştirilmektedir.; The modernization movements in the 19th century affected fundamentally the peripatetic and late-peripatetic groups who were denominated as Kıbtî (Gypsy) or Çingene by the Ottoman Empire. The changes regarding the policies of tax and military service and the issue of denomination were not just formal innovations, but they also resulted in crucial changes concerning the life trajectories of individuals belonging the peripatetic and late-peripatetic groups. Thus, the events such as the decision of Muslim Kıbtîs’ conscription and the abolition of specific Kıbtî poll-tax in 1873, the disuse of the term Kıbtî-i Müslim in terms of securing the integrity of Muslims in the census of 1881 and the reinclusion of the term into the census terminology on the purpose of protecting the nation (muhâfaza-i kavmiyyet) in 1905 were amongst the crucial events of the period. In this study, I will historicize the relations between the state and “Gypsies” in the context of the aforementioned events drawing upon archival documents, majority of which are examined for the first time.

A large number of factors such as family, school, friends play role in political socialization of children and young people. Mass media has an influence on the development of political and civic values, attitudes and behaviors of young people. An important element or a result of political socialization is civic engagement that encompasses engagament in political and civic activities. Besides newspapers and television, the Internet has an important influence on civic engagement of young people. The level of civic engagement may vary depending on the type of mass media and purposes for media use. In the study conducted with 549 young people between the ages of 25 and 30, the level of civic engagement by the type of mass media and socio-demographic variables was examined. Besides, the relationship of civic engagement with following news and the use of social media to express opinions on social matters was investigated. Civic engagement level was determined with “Civic Engagement Scale” and media use was assessed with “Personal Data Sheet”. The relationship between civic engagement and newspaper reading was determined to be stronger than the relationship of civic engagement with television and the Internet. Following news and expressing opinions on social media were found to predict civic engagement. The results were discussed with regard to communication theories and research on civic engagement.
